Tender description
The Post 2015 Process is made up of a series of phases. These are coordinated through the United Nations to establish a new Sustainable Development Framework, which will replace the Millennium Development Goals when they expire at the end of 2015. Ireland has played high level roles in this process so far, in i) brokering an agreed Post-2015 EU position during our Presidency in 2013 and ii) co-facilitating the UN MDG High Level event in September 2013. Ireland has also been effectively participating in the Post 2015 Open Working Group at the UN from May 2013 and will continue until its report is delivered in September 2014. The OWG report will be submitted to the UN Secretary General who will use it as an input, along with a report from the Expert Group on Sustainable Development Financing, among other contributions, to develop his Synthesis Report on Post 2015. The next phase of the Post 2015 process will be based upon the UN SG’s Synthesis Report. The negotiation of the Goals and Targets will be undertaken in a United Nations Intergovernmental Format and will be based upon the UN SG’s synthesis report. The Intergovernmental (IG) Phase of the Post 2015 process will run alongside THE Financing For Development (FFD) Summit in July 2015 and it is expected that there will be a great deal of interaction between these two processes. These two processes, the Post 2015 IG process and the FFD constitute the final negotiations of the Goals, Targets and the Financing and Means of Implementation that will support the Post 2015 Sustainable Development Framework for the period 2016-2030. The Intergovernmental (IG) phase will be much more politicized than the OWG, though the OWG’s last two sessions in June and July are expected to be complex with substantial ideological differences to be addressed before the OWG report can be completed.
