Appointment to a panel for the provision of legal services to the Central Bank of Ireland.

Tender description

The Central Bank of Ireland is seeking to appoint qualified and experienced legal advisors (solicitors and barristers) to a number of legal panels for the provision of legal services and now invites tenders in accordance with the attached invitation to tender document (ITT). The proposed Panels include: Panel A – Core Legal Services (legal services required with respect to the discharge of the Central Bank of Ireland’s statutory obligations and functions, i.e. financial services regulation and central banking), Panel B – General Legal Services (consisting of three (3) Sub-Panels: B1 - Employment and labour law, B2 - Enforcement-related legal services, B3 - IT/IP, public procurement, commercial and contract law) and Panel C – Barrister Legal Services (consisting of three (3) Sub-Panels: C1 – Senior Counsel, C2 – Experienced Junior Counsel (7+ years PQE) and C3 - Junior Counsel (2-7 years PQE)). Successful tenderers will be required to enter into a framework agreement with the Central Bank for a term of three (3) years, the terms and conditions of which are included in the ITT. This is a call for competition in respect of Schedule II Part B Services and, therefore, is not being conducted in accordance with any of procedures specified in Directive 2004/18/EC. The Tenderer that submits the highest scoring tender in respect of Sub-Panel B1 (Employment and labour law) will be both admitted to the Sub-Panel and shall be awarded an initial non-exclusive call-off contract for the provision of general and miscellaneous employment and labour law legal services for a period of 12 (twelve) months.”
