Housing Support Service for People with Problematic Alcohol Accommodation Misuse

SOUTHAMPTON CITY COUNCIL (SCC) is seeking to appoint a service provider for a Supporting People service for people who are alcohol dependent and at risk of homelessness. The provision is for an accommodation based housing support, respite and resettlement service for people who are alcohol dependent and unable to live in independent accommodation. Some clients will have additional care and health needs. Applications are invited from suitably qualified providers with appropriate experience. The service will provide a minimum total of 160 hours housing support and resettlement support per week within supported accommodation. The current service is provided within three properties. These properties are available within the contract plus an additional 5 units of short term abstinence based accommodation. The accommodation where support is provided could be changed during the life of the contract subject to negotiation. The provision of the service will be on a block contract basis with an intended commencement date of September 2013. The contract will be for a period of 3 years with a potential extension of 2 years at the sole discretion of the Council. The organisation that is awarded the contract may be required to take on housing management responsibilities in respect of some or all of the properties, on a separate lease or management arrangement with some or all of the housing associations and any private landlords. The housing associations and private landlords will need to be assured that the successful organisation will be able to manage the properties to their set standards. These arrangements will be directly with the housing associations and private landlords and will not form part of the service contract with Southampton City Council.
