Expert assistance with evaluation of Springboard and ICT Conversion initiatives

Tender description

Springboard and ICT Conversion are key initiatives in Irish higher education addressing labour market activation. The initiatives provide jobseekers with opportunities to re-skill in areas where there is industry growth and demand for skilled personnel. Both initiatives are managed by the Higher Education Authority on behalf of the Department of Education and Skills. The HEA seeks proposals from an organisation or person(s) with extensive expertise and experience in evaluation. The evaluator appointed will advise the HEA on the further development of the current evaluation framework, support the gathering and analysis of a range of quantitative and qualitative data to evaluate inputs, outcomes and outcomes from Springboard and ICT conversion, and prepare a number of reports for publication in 2013-14.
