Tender description
1. The consultants will be required to critically review the documentation provided by Network Rail and in particular consider whether Network Rail's overall insurance strategy is appropriate and whether its proposed insurance costs are efficient, e.g. are there some risks that Network Rail could manage more efficiently than it is proposing. If there are other efficiencies that Network Rail could make, the consultants should quantify them.
