Compliance and Enforcement Projects Framework – Emissions Trading, Chemicals and Producer Responsibility

The Climate, Resource and Research Programme leads the enforcement of the regulations listed above. In the case of the Emissions Trading System, there is a strong emphasis on harmonisation of enforcement with other EU Member States and EPA actively contributes to guidance in this area. The EPA uses an online system for communicating with aircraft operators which is also used by the Scottish EPA, UK Environment Agency and other EEA countries. Since the end of 2012 the online system is also being rolled out to operators of stationary installations. The extension of emissions trading to aircraft operators has meant that Ireland is the administering Member State for a large number of small aircraft operators who have registered offices outside the EU or EFTA states and have little or no experience of dealing with EU Environmental Regulations. The list of operators assigned to Ireland changes annually and the maintenance of a database of such operators and the administration of correspondence with them gives rise to an annual campaign with respect to newly assigned operators. In order to establish systems for communication with the relevant operators, assistance is being sought through a Compliance and Enforcement Projects Framework for Emissions Trading, Chemicals and Producer Responsibility
