Since 2003, the HRB has in place an internal audit function which operates in accordance with the provisions of the Code of Practice for the Governance of State Bodies (2001) and (2009) as issued by the Department of Finance. The role of the Internal Audit Service will be to prepare and present a three year audit plan for the agency to the HRB Audit Committee for review, undertake the agreed plan of audit assignments, prepare reports which will include recommendations for the improvement of the system of control and to give advice on internal audit matters generally. In carrying out its on-going work the Internal Audit Service Provider should include detailed testing on all specific areas covered by the HRB’s charter and report its findings to the HRB Audit Committee. Deliverables during the period of the contract • Preparation and presentation to the HRB Audit Committee of a three year internal audit plan • Completion of internal assignments in line with the agreed audit plan • Preparation of timely reports for each assignment, highlighting any internal control issues and recommendations for improved practices • Any other ad hoc internal audit assignments as requested by the HRB Audit Committee and agreed with the successful bidder
