Land and Property Valuation Services for the N14/N15 to A5 Link Road Project

Tender description

Donegal County Council (DCC) are progressing the N14/N15 to A5 Link Scheme, a new strategic cross border road link between the N15 in County Donegal and the proposed A5 Western Transport Corridor in County Tyrone in Northern Ireland. The link is approximately 600m in length and includes a 287m long bridge spanning the River Finn, it’s flood plain and a Special Area of Conservation. Approx. 60m of the scheme is located in Northern Ireland with the remainder in County Donegal. The tie-in in Northern Ireland is at a proposed roundabout on the A5 WTC and in Donegal a new roundabout will be constructed on the existing N15 to facilitate the tie-in. An undivided four lane cross section is proposed for the new crossing, to Type 2 Dual Carriageway Standards. Works also include earthworks, drainage, signage & lining, utilities and accommodation works.DCC anticipate serving a Notice to Treat by end September 2012, subject to confirmation of development consent of the scheme in Northern Ireland, CPO confirmation and funding confirmation.DCC wishes to procure a valuation Consultant to provide land and property services necessary for the acquisition of the lands included in the CPO. These services include, but are not limited to, all land and property valuation services, assessment of claims submitted in response to Notice to Treat, negotiation & settlement of claims, assessment & arbitration services. Appointment of the successful tenderer is dependent on the service of the Notice to Treat. An Bord Pleanala approved the proposed road development at the end of May 2012, however the Statutory Procedures are still ongoing in Northen Ireland.
