Tender description

Cork City Council is responsible for the operation and management of the Kinsale Road Landfill Site under EPA licence W0012-03. Waste has not been accepted for landfilling at the site since July 2009. However, a civic amenity site is still in operation at the site in addition to other waste related activities (i.e. collection of landfill gas and leachate, etc.). Cork City Council is currently in the process of decommissioning the site with the majority of it now having been capped in accordance with the requirements of the EPA. The last uncapped section of the site (7.5ha.) is due to be capped in 2012.It is a long-standing objective of the City Council to develop a public park on this site for the benefit of Cork City as a whole. The annex to this document provides the strategic context to this long standing objective as well as maps of the site boundary, site sub-areas and the historic landscape.The landfill site spans the boundary between Cork City Council and Cork County Council, the southern portion [to the south of the original course of the Tramore River] lies within the jurisdiction of Cork County Council. The River Tramore was re-routed from its’ original course to allow for the creation of a larger landfill site.In order to appraise this vision/proposal, the City Council now requires the services of consultants experienced in the areas of:- Landscape Architecture with experience in development of decommissioned landfill sites;- Tourism / Events / Visitor Attractions;- Economic appraisal and funding; and- Events and recreation management.Cork City Council is now seeking quotes from suitably qualified and experienced consultancy companies who will, under contract, complete the work outlined in this document in accordance with the requirements and timeframes of Cork City Council.
