RPA is the agency responsible for the delivery and subsequent operation and maintenance of light rail and metro systems in Ireland. It has to date commissioned five Luas lines in Dublin as follows:- Tallaght to Connolly (Line AC)- Connolly to The Point (Line C1)- Saggart to Belgard (Line A1)- St Stephen’s Green to Sandyford (Line B)- Sandyford to Bride’s Glen (Line B1)These lines are controlled and monitored from a central location at Red Cow depot, with limited backup facilities available at Sandyford depot. A System Test Room is also provided at Red Cow to facilitate the off-line testing of system alterations. The central control systems include a wide range of telecommunications and IT systems which need to be altered, repaired and upgraded from time to time. While some of the hardware and software involved is proprietary, much of it is not and is made up of industry standard equipment, packages and protocols.The purpose of this tender process was to establish a framework of a number of companies who would be invited to quote for various packages of work at different times and, if successful, to deliver a project involving alterations to the non-proprietary systems.
