Tender description

This invitation to tender relates to the outer suburban north western environs of Limerick City which were transferred from the functional area of Limerick County Council to Limerick City Council on 1st March, 2008 (an area of approximately 10 square kilometres).Since then street cleaning in the area has been contracted out with the current contract due to end on 29th February, 2012.Limerick City Council is now seeking fresh tender quotations for the provision of this service for a two-year period from Thursday, 1st March 2012.The area to be covered is outer-suburban in nature: the western third is rural and the eastern two thirds consist mainly of mature private housing estatesThere are a number of important arterial routes in the area most notably a 1.2 km (60 km/h) dual carriageway stretch of the R445 (formerly N18) Limerick to Galway road. Other important 'approach and orbital' routes include the southern 400m of Brookville Avenue, the Ennis Road through Caherdavin, the Condell Road (part) and the Cratloe Road (part).The new N18 Limerick Tunnel western approaches, whilst within the city boundary and the coverage area, will be maintained under a 'Public-Private Partnership' contract until the year 2041, and as such is not covered by this contract.There are six core street cleaning routes in the area (NWE-01 to NWE-06) and each route is cleaned weekly. Some of the busier thoroughfares and housing estate bus routes are included in two, three or even all six routes.A seventh dedicated 'leaf fall' route (NWE-07) is attended to weekly for approximately eight weeks between October and December. As normal service continues contemporaneously on the core routes NWE-01 to NWE-06, there would therefore be a requirement for a street cleaning service to be provided twice weekly during the leaf fall season.During the leaf-fall season, Limerick City Council will insist on there being a three day / four day cycle between sweeping the core route and Route NWE-07.
