Dublin City Council wishes to appoint suitably qualified consultants led by a RIAI accredited Grade 1 Conservation Architect and including a conservation engineer, contaminations specialist, recognised industrial archaeologist/heritage specialist, architectural historian and ecologist, to undertake a project entitled: Dublin Electricity Generating Station, Pigeon House Hotel, Harbour and Fort Remnants Conservation Plan and Re-Use Study.The preparation of a conservation plan for the Dublin Electricity Generating Station (DEGS), Pigeon House Hotel, Harbour and Fort shall adhere to the Burra Charter (ICOMOS, 1980) and follow the best practice guidance set out in James Semple Kerr’s seminal publication, Conservation Plan (National Trust, 2004). The plan shall address the complex issues of building fabric condition, potential for re-use of the DEGS, Pigeon House Hotel and complex, and existing framework plans and proposals which will impact upon the study area and its wider context.A comprehensive historical analysis of the maritime, military and industrial heritage of the study area shall be compiled. A full understanding of the significance of the complex, its constituent parts, and the peninsula to include the Pigeon House Road and South Wall, and its strategic relationship to the city of Dublin, shall also be comprehensively addressed.The conservation plan shall include a detailed assessment of the condition of the DEGS building and Pigeon House Hotel building. Other named buildings/structures shall be subject to each stage of the conservation plan process but will conclude with a statement of heritage requirements and constraints with recommendations for future research and investigation pertaining to review of condition and conservation recommendations.The conservation plan study area is situated between the North Dublin Bay and South Dublin Bay SAC while the Sandymount Strand Special Protection Area, is situated to the southwest of the study area.
