The Quality and Clinical Care Directorate (QCCD) of the HSE has established clinician led national programmes of care around primary care, chronic disease management and other areas of service pressures i.e. emergency services and outpatient areas. The purpose of these programmes is to use existing initiatives to generate gains in quality, access and cost. One of the key deliverables for these programmes is to improve the referral process between general practice and hospital care.The Role of the Consultancy Service Provider:The inherent nature of the implementation programme, which entails a series of (ideally) small-group workshop/focus group-type sessions, as well as other methods, means that implementation is labour-intensive. Ultimately responsibility for implementation will rest with managers who will need to be adequately trained and equipped to sustain the effort within their own units. In the early stages particularly and into the foreseeable future, implementation will require skilled, central and locally devolved ‘facilitators’.Crucially the initiative will require an adequately resourced ‘nerve centre’ in the form of a programme/project office manned by a capable project manager and other dedicated resources.The consultancy service provider will work with the quality and clinical care directorate to develop and deliver training in relation to implementation of the accountability guidance document at all levels of the organisation – Board/Senior Management Team/regional Management Teams and hospital/LHO managers.
