Provision of Consultancy Services to undertake an Organisation Review of Pobal

. The Board has therefore agreed to carry out a review of its organisational structures. The purpose of the review is to inform a further process of reorganisation and consolidation, which will ensure that Pobal can deliver on its strategic plan 2010 to 2013 and maintain and enhance the quality of its support to Government Departments, Agencies and Beneficiaries. Pobal also anticipates that the changes implemented as a result of the review will:- contribute to the organisation’s capacity to respond more fully and flexibly both to new opportunities and to budgetary or other challenges; and- facilitate Pobal to extend and deepen its work with those experiencing social and economic exclusion.The review will be led by the CEO and Chairman of the Board, assisted by a Project Sub-Group of the Board.2.1 Project ObjectiveThe overall objective of this project is to carry out a Review of Pobal’s organisational structure, including staff roles and skill sets, and outline a set of options for the development of the organisation structure including:- the management structure;- the structure and remit of Pobal central services and audit services;- programme delivery structures;- regional structures.The Review should specify a set of options for an organisational structure that:- is appropriate to the delivery of Pobal services and facilitates the maximisation of potential service opportunities;- is effective, efficient and sufficiently flexible to sustain the organisation, in times of both increased and reduced activity;- represents an appropriate mix of resources at various levels in the organisation;- maximises the use of IT and smart business processes to deliver Pobal’s services effectively;- identifies any potential for greater effectiveness through cross-team work and through the use of subject matter experts; and- promotes clarity of role and accountability throughout Pobal’s management.
