Tender description
The Department of Agriculture, Fisheries and Food invites proposals from suitably qualified persons to undertake an interim evaluation of the Seafood Development Programme Ireland 2007 – 2013, Ireland’s operational programme to implement the policies and priorities to be co-financed by the European Fisheries Fund for the period 2007-2013. The Programme has a total funding allocation of €42.24 million over the 7-year period 2007-2013. The Programme is available at http://ec.europa.eu/fisheries/cfp/eff/op/index_en.htm.The aim of the interim evaluation is to examine the effectiveness of all or part of the operational programme with the aim of adjusting it to improve the quality of assistance and its implementation.The contractor chosen to conduct the mid-term evaluation will be required to:- Assess the degree of utilisation of resources, the effectiveness and efficiency of the programming of the EFF, its socio-economic impact and its impact on the Community priorities- Answer the evaluation questions as set out in methodological framework document.- Assess measures with respect to their budgetary balance within the Programme.- Consider whether the Programme should be revised to include measures under Axes 2 and 5.- Evaluate the degree to which the Seafood Development Programme Ireland contributes to achieving the objectives set out in the national and Community strategy.- Identify the factors that contribute to the success or failure of the Programme’s implementation, including as regards sustainability, and the identification of best practice.- Propose measures to improve the quality of the Programme and its implementation.- Review the goals of the Programme and aim to draw lessons concerning fisheries development policy.- Draft conclusions and recommendations based upon the findings.- Analyse the suitability of the existing data sources and indicators.- Advise on best practice regarding ongoing evaluation.- Assess the effectiveness of the communications plan for the
