Tender description

NHS SW Essex is seeking to commission an agency/agency partnership, preferably an established social enterprise, to develop and implement a health recognition project in South West Essex which will: improve local awareness on the early signs of breast, colorectal and lung cancers; increase earlier presentation in primary care, with the long-term aim of reducing premature (under 75 yrs) cancer mortality rates. It is anticipated that the programme will consist of three components: Community delivery: recruitment of local volunteers, develop and provide a core training programme utilising the Do, Study, Action (PDSA) model of change for all volunteers. Evidence of experience in community development will be required. Primary care development and support in relation to early signs of cancer: Volunteer, health and non health care professional roles will receive joint training on early cancer signs and symptoms and assisting them to develop networks. Experience of health care, partnership working with primary care and primary care analysts is required. Offer education and support to the community: The volunteers will develop and test resources with patient groups, carers and local people. These resources will present information in interactive forms which will help patients (including those with learning difficulties) to be aware of and empowered to better understand their own health. The project is to be evaluated from the outset with presentation of regular updates to the commissioner. A grant application has been submitted which may increase the scope of this requirement during year one. The successful provider must have the capacity to deliver this additional requirement. The provider will have a contract with NHS SW Essex for 1 year with the option to extend for up to three further extensions of one year.
