Tender description

In the context of the proposed EU Directive on renewable energy, and believing that work in NI on renewable heat is insufficiently advanced for a target to be set on heat, the Department of Enterprise, Trade and Investment, wishes to appoint a consultant to set a target for renewable electricity levels for Northern Ireland for 2020 with due regard to the implications for consumer bills and fuel poverty levels (both of which are higher in NI than in neighbouring jurisdictions). The target setting work therefore needs to ensure that conventional electricity consumption, economic factors and climate change calculations are all included within the renewable energy target calculations. The renewable electricity target options will then be considered by DETI in consultation with stakeholders and subsequently form part of the Strategic Energy Framework. DETI would aim to have targets adopted at Executive level.
