Under the Reform of Public Administration, The Minister for Education has proposed the creation of an Education and Skills Authority (ESA) and the Executive has agreed that the ESA should be established on 1 January 2010. The ESA will have responsibility for the functions performed currently by the five Education and Library Boards (ELBs), the Council for the Curriculum Examinations and Assessment (CCEA) and the Youth Council. It will also have responsibility for the frontline support and related functions currently undertaken by the Council for Catholic Maintained Schools (CCMS), the NI Council for Integrated Education (NICIE) and Comhairle na Gaelscolaíochta (CnaG). It will absorb some of the functions of the Staff Commission, while others will no longer be required. Some functions from within the Department of Education (DE) will also transfer to the ESA. The Department of Education requires a service provider to work with the ESA Implementation Team to manage the recruitment and selection process for the 7 ESA Director posts. The closing date for return of tenders is 3pm on Tuesday 19th May 2009.
