Tender description

DEL wishes to appoint a service provider to conduct a study to identify how 'literacy' skill levels have developed over time. The study will be split into two inter-dependent, though separate phases. Phase 1 is a scoping exercise of existing data within Northern Ireland and to identify if it is feasible to develop a model of how 'literacy' skills have developed since 1996. Depending on the outome of phase 1, to produce a model that will inform policy makers of how 'literacy' skill levels have developed since 1996, based on existing data.
