Tender description
DIGITAL VIDEO MANAGEMENT SYSTEM This procurement is for a digital video management system for The British Library. The system is intended primarily to record, store, describe and deliver offline access within The British Library to television programmes receivable in the UK. The system will also host selected archive video from the British Library collection and born digital video acquisitions. The chosen suppliers must be able to deliver a server-based system that is able to receive and record multiple television channels simultaneously, with associated EPG metadata, from the DVB MPEG-2 transport stream. The British Library anticipates recording up to 10,000 hours of television per year, with programmes to be selected for retention after recording, lower resolution transcodings generated for onsite access, and offsite long-term storage (provided by The British Library) for the selected MPEG-2 files. The system will provide user access to the recorded television programmes within The British Library Reading Rooms at its St Pancras, London building. The system will need to be supported by a database with the potential to interoperate with other British Library databases. Oracle on UNIX and Microsoft SQL Server on Microsoft Windows 2003/2000 Server are currently supported. The standard SQL version is 2005. The chosen suppliers must have, and demonstrate in their response, an appropriate skill set, proven track record and provide excellent value for money. The solution must be scalable and resilient, providing The British Library with a system which can potentially process a greater amount of television and non-broadcast content in the future. The British Library serves business and industry, researchers, academics and students, in the UK and world-wide. Each year six million searches are generated by The British Library online catalogue, while 400,000 visit its Reading Rooms.
