Tender description
Roads Service Direct (RSD) is the contractor provider unit within the Department for Regional Development Roads Service in Northern Ireland and carries out routine and responsive road maintenance work in response to its Network Service client requirements. RSD operates out of 27 depots based in four operational Areas across Northern Ireland. The operational Areas are serviced by four Area Stores located at Coleraine, Craigavon, Belfast and Omagh. The RSD staffing complement comprises of a workforce of some 631 industrial staff with 197 technical and administrative staff. Examples of functions carried out by RSD include repairs to road surface defects; surface dressing; minor road reconstruction works; kerb and flagging repairs; road drainage maintenance; verge maintenance; grass cutting; street lighting maintenance; winter service; and emergency response. Roads Service Direct have traditionally used a range of supply contracts each serviced by a range of suppliers to replenish stockholdings of products used in roads maintenance functions. RSD now wish to amalgamate several product groups and to reduce the number of suppliers, in line with modern supply chain practice. The list of items to be amalgamated can be grouped into the following broad categories: Small Tools, Fencing Products, Cement Products, Covers & Ropes, Drainage Ironwork, Grit Bins and Plastic Pipes; and contains approximately 145 separate items. It is proposed that all four Operational Areas will be serviced by one supplier who will replenish all road maintenance product stockholdings in the above categories on a regular basis. RSD does however reserve the right to award the contract on an Operational Area basis. Roads Service Procurement staff will create a “shopping-list” of stock-type products to be delivered direct to the Store and more bulky items to be delivered direct to operational depots. It is envisaged that the new supply chain structure will provide guaranteed deliveries
