DEL - Belfast Metropolitan College (BMC) Efficiency Review

Supplies and Services Division, on behalf of its client, the Department for Employment and Learning (DEL) is inviting tenders from a suitably qualified Service Provider who is interested in undertaking a comprehensive efficiency review into the financial management and operations of Belfast Metropolitan College. IMPORTANT INFORMATION Conflicts of Interest The Department requires the review to be completely independent and, therefore, it would be inappropriate for Belfast Metropolitan College’s current internal and external auditors, or those of the legacy colleges, namely the Belfast Institute of Further and Higher Education (BIFHE) and Castlereagh College, to be involved, to ensure that no conflicts of interest arise in the course of the efficiency review. On the same basis, it would also be inappropriate for any organisation which has provided any type of assistance, advice or guidance or carried out any reviews, in relation to financial or operational matters within these colleges during the past five years to be involved in the efficiency review. This would include any organisations which have been involved in the procurement of services, primarily accommodation, for these colleges using PPP. Finally, it should be noted that firms operating in GB and whose Northern Ireland Branches or Divisions have provided any of the services described above to the colleges identified, will similarly be deemed to have a conflict of interest. Under no circumstances will late tenders be considered, nor is CPD obliged to accept the lowest or any bid.
