A Government Commercial Agency framework (RM6190) for buying technology and digital services. Public sector buyers use it to source technology strategy, service design, end user support, IT infrastructure, application and data management, and major transformation programmes. Suppliers are appointed to one or more lots and become available for buyers to contract with.

9 lots. Lot 1 Technology and Digital Consultancy Services, Lot 2 Transition and SIAM, Lots 3 and 3a End User Services, Lots 4 and 4a Infrastructure Management, Lots 5 and 5a Application and Data Management, and Lot 6 Major Technology Services Transformation Programmes. Lots 3, 4 and 5 carry a minimum contract value of 3 million pounds including VAT; the a lots (3a, 4a, 5a) cap contracts at 3 million pounds including VAT for lower value, lower complexity needs.

It went live on 12 December 2025 and the current term runs to 11 June 2028. As an open framework it is designed to run for up to eight years, reopening to new suppliers before the end of year three and year five.

It offers the same range of services as TS3, with AI and automation added as ancillary services. It also moves to an open framework structure with periodic reopening, and removes the maximum call-off term.

There is no maximum call-off term on the framework. Buyers set the contract length to suit the requirement, which differs from frameworks that cap call-off length.

Two routes. A competitive selection process, run through the eSourcing tool, where the buyer invites all suppliers on the relevant lot to bid. Or award without competition, available on Lots 1 to 5a, where the buyer selects from published catalogue items for straightforward, lower value needs. Matrix lots let a buyer run a single competition across two lots.

Suppliers appointed to each lot appear on the framework's supplier and award records. To run a full TS4 supplier search and see who sits on each lot, you'll need a Stotles Sales studio license.

An open framework under the Procurement Act 2023 can admit new suppliers during its term rather than closing the list at award. TS4 reopens before the end of year three and year five, so suppliers who miss the first round get further chances to join.

Suppliers have committed to comply with Procurement Policy Note 006 on carbon reduction plans. Where a supplier is required to publish one, it appears on their supplier details page.
