Lead Local Flood Authority Drainage and Minor Ground Works Framework

Oxfordshire County Council (OCC) is designated a Lead Local Flood Authority (LLFA) under the Flood and Water Management Act, 2010. As such it has powers and duties relating to “local” sources of flooding, these are flooding from surface water, ordinary watercourses and groundwater. The Flood Risk Management (FRM) Team (with the Planning, Environment and Circular Economy Directorate) carries out these functions within OCC, working in partnership with the district and city councils alongside others. This Framework will be utilised by OCC as the contracting authority, but Parish, Town, City and District Council’s within Oxfordshire will also be able to call off from the Framework with prior agreement and arrangement from OCC. This Tender is divided into Lots: • Lot 1: Minor Ground Works • Lot 2: Culvert and Small Bridge Works • Lot 3: Culvert and Drainage

Lot 1

The tender is for a new OCC LLFA Drainage and minor ground works framework. It will enable OCC to directly award work relating to drainage and minor ground works to reduce flood risk for communities and residents. The framework will run for an initial period of 2 years, with an option for the Client (OCC) to extend for a further 2 years. The framework is for the provision of the following works across the whole of Oxfordshire on a “call-off” basis. Works will be on OCC own land and assets and (by agreement) third party land. Types of work: -minor ground works, such as: ditch creation, reinstatement and maintenance; small flood - embankment construction; swale construction; and vegetation management. -Culvert and small bridge works, such as: removal, replacement, alteration and repair. - Culvert and drainage pipe maintenance, surveying, jetting/clearance. The framework will complement the current OCC Highways Term contract that is due for renewal in 2025. The framework will also be available for use by the district and city councils within Oxfordshire and neighbouring authorities.

This Tender is divided into Lots: • Lot 1: Minor Ground Works • Lot 2: Culvert and Small Bridge Works • Lot 3: Culvert and Drainage Tenderers may apply for one or more Lots. Lots will be evaluated independently of one another, and Tenderers will receive one score for each Lot they apply for. Each Lot represents one contract.
